HOUSE BILL NO. 178 by Representatives Fate and Coghill, entitled:                                   
                                                                                                    
    "An Act relating to the powers and duties of the commissioner of                                
    fish and game, the Department of Fish and Game, and the Board                                   
    of Game, to certain nonresident hunters, to nuisance game                                       
    animals, and to consideration of the budget of the Department of                                
    Fish and Game by the legislature; and providing for an effective
